In solo mode, can Emperor Shaddam IV or Captain Aramsham act when their units are out of reserve?
Aramsham deploys an Elite instead when no Sardaukar remain, and cannot act when neither is available. Shaddam needs at least one Sardaukar in reserve and is otherwise unable to act.
