In solo mode, how do Harkonnen Deployment tokens reinforce a settlement when a Legion leaves it?

Each time a Harkonnen Legion leaves a settlement, even if only part of it goes, draw two hidden tokens (one silver, one black) into that settlement. They count as two units for power comparisons until revealed in combat or when upgrading, and the weakest units are removed if a reveal goes over the limit. Placement is not undone: the tokens stay and may later move as a Legion, then get replaced with new ones.
