What is the difference between Harkonnen Settlement tokens and Deployment tokens?

Settlement tokens show a settlement's rating (Prescience value and defence dice bonus) and are removed when that settlement is destroyed. Garrison Deployment tokens are used at setup: they go into the settlement Areas and are immediately flipped and replaced by figures.
