When can Alia's special action be used, and can it give the Atreides extra actions?
Only when the Atreides have fewer unspent Action dice than the Harkonnen before taking that action, so a tie does not qualify. A die counts as spent only when its action ends, so the die you are using still counts as unspent. It therefore cannot create a situation where the Atreides have more actions than the Harkonnen.
