Who decides where a retreating Legion goes?
The designer quoted the rule on page 26 that the opposing player picks the Area.

The opposing player. When a Legion retreats, its opponent moves it to an adjacent free Area of their choice; if no such Area exists, it cannot retreat. After a battle retreat that means the attacker chooses. A Harkonnen Legion also cannot retreat into an Area with a Wormsign.
