When do Named Leaders in the Regeneration Tank advance?

At the end of the action turn, once the die has been fully spent. So a Leader who enters the Tank during your own action also advances one step that turn. Entering during the opponent's action leaves it at the start. The older 'immediately' wording is not a contradiction; the die counts as spent only after the action is done.
