When a Legion attacks, must every unit and leader in the Area take part?
The designer confirmed that a Legion is everything in the Area and attacks as a whole.

Yes — the attacking Legion is every Unit and Leader in the Area, and all of them fight. You cannot leave some behind as a rearguard. To attack with fewer figures, split the Legion with a Move action first and attack with the smaller Legion using a later action. Harvesters are figures but not Units, so they never take part. The rulebook summary line that you "need not involve all figures" is not how the designer reads it.
