How does Explosive Artillery resolve, and can the Legion advance afterwards?

Like a Sandworm attack: no battle, no defence roll. The attacker rolls the card's dice once and hits are applied. Because there was no battle, the Legion cannot advance, even if every defender is dead, and a Settlement or Sietch there is not destroyed. It ignores impassable borders, since it is a special attack and not a Legion attack.
