In what order are the steps of an encounter resolved?
The rulebook lays out the three phases and says abilities resolve before signets are counted.

Reveal both cards and apply any modifiers, then the higher card takes the signet, then the lower card's ability activates, then past encounters are rechecked for changes, then the five-signet check happens, then both players draw. Abilities always resolve before signets are counted.
