Can both players use identical 32-card decks combining Deck I and Deck II?
The designer advised against it, and the rulebook only allows identical 16-card decks.

This isn't recommended. The designer says the intended game uses two identical 16-card decks; larger decks change discard information and bluffing. Mixing factions across decks is fine as long as both players' decks are identical.
