How does Thief resolve: who trashes what, and can I decline to gain?
The rulebook's card description says this directly, and forum replies agree.

Each other player reveals their top two cards. Non-Treasures are discarded, and you choose one revealed Treasure per player to trash; that trash is mandatory. Then you may gain any, all or none of the just-trashed Treasures into your discard pile, leaving the rest in the trash. You cannot take older trashed cards.
