When my deck runs out mid-turn, are cards in play or in hand reshuffled?
The rulebook says only the Discard pile forms the new Deck.

No. Only the discard pile is shuffled. Cards in your hand and in play, or set aside, wait until Clean-up. Cards you bought or gained earlier this turn are in the discard pile and are shuffled.
