Do I have to play an Action card if I have one in hand?
The designer confirmed that Action plays are never required, and the rulebook says the player 'may' play Actions.

No — playing Actions is optional. If you have none, or just don't want to play one, you move straight to the Buy phase. Nothing forces you to use the Actions a card gives you either; the Action phase ends when you cannot or choose not to play more.
