Choose one: +$2, or discard your hand, draw 4 cards and make each other player with 5 or more cards discard their hand and draw 4. You get +1 Action either way. With an empty hand you may still pick the discard option and draw 4. Opponents react with Moat or Diplomat before you choose, and a +$2 choice means opponents do nothing else.
