Do multiple Goons in play each give a VP token per buy, and what about a Throne Roomed Goons?

Yes. Each Goons card in play gives 1 VP token for every card you buy, so two Goons give 2 per buy. A Goons played twice with Throne Room is still only one card in play, so it gives just 1 per buy, though its +Buy and +Coins are gained twice.
