Can you call Royal Carriage or Coin of the Realm after playing Caravan Guard as a reaction?

Yes. Playing Caravan Guard in response to an Attack counts as resolving an Action, so Royal Carriage can be called on it. Coin of the Realm can also be called, but it does nothing useful on another player's turn.
