Can Smugglers gain a Spoils or Mercenary that the player on your right gained?
No, you can't gain a copy of a card that is not in the Supply. The designer's reading is that you choose one card the neighbour gained and then try to gain a copy; if no copy is in the Supply, you gain nothing.
