When does the Active Player play their second card?
Step 3 of the rulebook spells out the order.

After every other player has played their first card. The Active Player plays one card in Step 1, the others go clockwise from the Active Player's left, and then the Active Player plays the second card. Play continues until everyone has played two cards.
