Three spots on the base board are marked for 4 players only and stay empty at 3 players. That leaves 3 unplaced Specimen tokens, so 13 go on the board, and the Museum tiles of the 3 unplaced ones start in the Museum. The Fireland map has only two 4-player-only spots.
