Does a Repeat Delivery that completes a Museum row give the last-in-row Evolution step?
The publisher said to treat it as picking up and replacing the tile, and the rulebook says the same.

Yes. A Repeat Delivery is resolved like placing the tile again, including the Evolution step for completing a row. It works for any tile of a full row, and you need a Research token for it.
