Can a Repeat Delivery take a row's first-delivery Coin, for instance a row filled at setup?
The publisher confirmed the coin can be taken; the rulebook excludes only a tile already first-delivered.

Yes, if that Coin is still on the row. In 2- and 3-player games rows partly or fully filled at setup keep their Coin, and a Repeat Delivery can claim it; it does not pay again if the tile being repeated was already the first delivered in its row.
