Can coins I gain from a worker placement pay that same placement's penalty?
The rulebook has you pay penalties as you place, and only later actions can use gains.

No. You pay the placement penalty, and any tent cost, before the placement or tent resolves. Rewards from it can only pay for actions that come afterward in the same turn.
