Can I perform the actions at a location in any order, and can I skip some?
The rulebook says actions may be done in any order, and not all must be completed.

Yes to both. When a location or reward shows several action icons, perform them in whatever order you like and skip any you do not want. Each icon is a separate action, so a spot with Gain Objective and Gain Coins gives both, and one action's gains can pay for the next. The tile 12 Special Action is the exception because its objective must be gained before one is fulfilled.
