Can a later Correspondence action put Stamps on a different Envelope than before?

Yes. Each separate Correspondence action chooses its Envelope freely. Within one action all Stamps go onto a single Envelope, unless the golden distinction (Split Stamp Locations) or Distributed Correspondence lets you split them.
