When does Alfred's action card deck get reshuffled?
Alfred's Step 1 says to reshuffle before drawing if both face-up cards show a Delivery icon.

Not every round: only when both Delivery Action cards are face up. The reshuffle happens before his next draw, not the moment the second Delivery card appears.
