What happens when I tie Alfred on a Correspondence Envelope, and where does his Stamp go?

You both get the majority bonus. When Alfred places new Stamps and is tied for the first Envelope, he treats that as shared and puts the Stamp on the next Envelope that takes the majority from you; if tied everywhere, the top-most rule applies.
