What happens if I take a discard pile with more Lords than free spaces in my Senate Chamber?
The designer answered this directly and it matches the rulebook note on the end of the game.

You take the whole pile, choose only as many Lords as you have free spaces, and the rest go back faceup onto that discard pile. This is the case when you are close to filling your 15th space.
