Why is the Mason in stack II instead of stack I in Venus, and can I shuffle him into stack I?

In Venus the Mason is more valuable in team play, so he sits in stack II. The designer said that in a normal game you may shuffle him into stack I. The Mason is stack I only when you emulate the original game.
