How does a land colonist use the Brundisium to Apollonia sea crossing on Ionium?
The rulebook says colonists may not remain on the crossing.

It costs a movement step like any other line, but the colonist may not stop on that line. A land colonist therefore needs a second movement step available to leave the crossing.
