Where do partners sit and how do the second partners start?

Partners sit opposite each other, so teams alternate around the table. Starting positions are chosen in turn order: each team's second partner picks any starting city and sets up there. A city with both land and sea lines gets one land and one sea colonist; a city with only one kind gets two of that kind.
