What starting goods do I use in Solitaria with salt?
The designer said either setup is fine.

Either way is acceptable: include salt with one of each good, or use the usual Solitaria setup with doubled food and no salt. Start with 6 sestertii either way. With the Salsa variant, Contrarius prefers a salt city when reacting to a Tribune or an S result on the Senator/Consul die.
