Can sea colonists pass through Messana on Sicilia, and what does Donatus Pompeius pay there?

Yes, sea colonists may pass through Messana because two sea routes attach to the same city. For Donatus Pompeius, players suggest simply following the card as written, so it pays one more on Sicilia's markers (which carry an extra coin).
