Where do sea colonists start and enter on Gallia?
Only your first sea colonist starts in the Mediterranean; it is placed on your first harbour city when you build there. Later sea colonists enter at Lutetia (or in any city where you have a house if you use the Colonist card). The designer confirmed you can place a sea colonist in a harbour city before you have built there.
