Can sea colonists use the Nile sections, and can a second one wait on a Red Sea frankincense line?

Yes. Nile sections count as sea lines and several sea colonists may occupy one. The designer said a second sea colonist in the Red Sea may stay on the connection to the frankincense square. Litus and Oasis have no Nile section.
