How do the frankincense and gold squares work?
Whenever any player produces in Sinai, Arabia or Litus, each player with a sea colonist on the frankincense square gets 5 sestertii; it depends on the province producing, not on which city. Each sea colonist on the frankincense or gold square is worth 7 VP at the end. A colonist on a connecting line must move onto the special square at the end of its Architect action, so you can build first and then move onto it. Posters read the rules as allowing entry only after an Architect, so Julius does not move you onto it.
