Can a Royal card be claimed as its animal type instead of as Royal?
The rulebook says Royal cards have two correct claims and any claim may be made.

Yes. Any card can be passed with any claim. A Royal card is correct for both its pictured animal and "Royal", so a Royal rat is right against either "rat" or "royal".
