What counts as a building, and does it need a service hub?
The Deluxe rulebook defines a building by adjacency only; the service-hub requirement comes from several players citing the original rules and the designer's earlier ruling.

A building is a connected group of modules (adjacent orthogonally, including up and down). The Deluxe rulebook defines it only that way, but players working from the original rulebook and the clarifications file add that it must contain at least one service hub. On that reading, modules on different floors that touch are one building, and a lone Outpatient Services or Triage module is not yet a building and can still be joined to one later. Adding floors never adds to your building count.
