Can people walk through gardens, parking spaces and empty ground-floor spaces, including between buildings?
The designer said any space can be walked except that Extension tile, and the rulebook's table agrees.

Yes — each of those costs 1 time to enter, only from the ground floor (nobody flies). That lets a person reach a building with no entrance or conveyor by walking across the grounds. The one exception is underground utility work in The Extension.
