The designer said it applies every time in every edition, and the rulebook states the immediacy.

Yes — each treatment room you build offers a one-time optional bonus build of an adjacent supply room, which you pay for. It must be taken immediately after the treatment room or it is lost, so you cannot place the supply room first.
