What happens when the patient bag runs out?
The designer worked through the two-player arithmetic; solo and doctor-bag notes come from players.

It should not run out early. Patients removed in Admin go back into the bag (cured patients go to the supply instead). In a two-player game the designer's arithmetic leaves about one patient in the bag at the end; at most it runs short when drawing after the third action of round 6, when it no longer matters. The Doctor bag can in theory run dry in a very hire-heavy game.
