What can be built on a pillar, and do pillars count as modules?

A pillar lets you build modules (or more pillars) above it. Gardens can't go on a pillar (ground floor or on gardens only), helipads and dishes need a module between them and the pillar, and with Urban Design a pillar counts like a module toward the required shape.
