How does the ICU work, and can I move patients in and out repeatedly?

An ICU patient improves two steps when treated (white and yellow are cured and go home, orange becomes white, red becomes yellow), does not worsen in Admin, and so is discharged after at most two treatments. Patients can move between the ICU and rooms of its service, but must wait a round after ICU treatment before moving out; whether unlimited cycling is allowed is disputed.
