Can I build on top of a garden?
The designer ruled on this twice, and the rulebook says a garden can go in the space above a garden.

Only another garden. Gardens aren't modules, so the same-colour rule doesn't apply, and a garden can be stacked on a garden, but nothing else may be built above one. Each stacked tile counts as its own garden.
