Basement entrances are allowed for $2, though the cost side omits them. Double tiles can only be built in rounds 2, 4 and 6 with the special build action. Players say a basement module doesn't allow a ground-floor helipad, and that the designer confirmed basement modules don't count for Urban Design goals.
