Is a fisherman next to my land units part of their settlement?

Yes. A settlement is a cluster of your neighbouring units, and water (a river, or a loch hex in between) divides adjacent units into separate settlements. A Clan MacDonald fisherman sits on a loch hex beside land units, so it joins them into one settlement, even linking two otherwise separate ones. It counts as its own settlement only if no land unit of yours is adjacent.
