Do loch spaces on the edge count as border spaces for the border-space Scoring tile?

Yes. A border space is any space next to a hex that is off the active map, including lochs. In 1-2 player games the spaces next to the shaded misty hexes also become border spaces, and all loch spaces are part of the active map there.
