Can I still buy or sell a good when its price is already at the top or bottom of the track?
The designer answered this directly in 2017, and the rulebook text agrees.

Yes. Trading is unrestricted: you can buy or sell as many units as you have merchants and money for, and the price marker simply stays at the end of the track. Goods themselves are unlimited.
