How does the Port tile that manipulates a price by three steps work?
The designer answered this directly in 2018, and the rulebook text agrees.

Before you trade a good, you may move its price marker three steps up or down. It does not give an extra trade: you must trade that good afterwards, either as your main Trade action or via the Neighbourhood bonus. The marker really moves, but stops at the end of the track. It can be combined with another port, and with a Neighbourhood trade that follows your placement.
