When can I use a Port bonus tile, and do I have to stay in reach of it?
The designer answered this directly in 2017, and the rulebook text agrees.

You may use a port as a free action before or after your main Action, on any turn when one of your units is neighbouring it or within Shipping reach. You can wait to use it, but you must still be in reach at the moment you do. Each player can use each Port tile only once per game (several players may use the same tile), and you can use more than one port in a turn.
