Can I buy several Shipping upgrades or hire several Merchants in one action?
The rulebook's Phase 2: Action section states this.

No. Each Upgrade Shipping, Upgrade Technology or Hire a Merchant is a separate action, and you take exactly one action per turn, so you pay for one upgrade or one merchant at a time even if you could afford more.
